In Khmer culture Kala represents time, the Nagas are serpents which represent water. The Khmer believed themselves to be descendents of an ancient Naga ancestor. Much of the architecture of Angkor revolves heavily around the storage of fresh water to deal with the highly seasonal rainfall. Hence, we see the importance of time and water as represented here.
